WHAT WOULD A CR MEAN FOR TRANSPORTATION?

 

As Congress debates the merits of a continuing resolution to extend most appropriations funding for the fiscal year 2011 at 2010 levels versus an omnibus bill that would contain earmarks that would be a problem for many Republican in Congress, the question of how transportation funding will be affected looms large. Significantly, the continuing resolution would fund an extension of the HIRE Act for surface transportation programs with approximately $52.38 billion throughout 2011. Another additional $100,000 million will be reserved for mandatory highway emergency relief.

Despite more than $52 billion in funds for surface transportation, if the continuing resolution is passed, the Department of Transportation will likely lose $2.2 billion from last year. While many programs will maintain the same level of funding as 2010 under the continuing resolution, transportation funding presents a number of anomalies: the Federal Aviation Administration will receive over $100 million more for operations than last year, but the removal of earmarks will eliminate funding for many surface transportation projects. In particular, the Federal Highway Administration will lose $650 million in general funding and over $290 million for surface transportation priorities.
