Taking Back Bus Money 

Earlier this year, the US DOT managed to move all the fy ’07 Bus funding ($438 Million) into the Urban Partnership Congestion Initiative ( a program to support innovative congestion strategies in major cities nationwide). The Department opted to pass on its annual bus and bus-related grants to transit systems nationwide – it was a shock to the public transportation community! Last week, the Senate Appropriations Committee passed an amendment that was good news to providers scrambling for bus dollars; no more than 10% of bus discretionary dollars can be spent on the congestion initiative and not until bus earmarks are satisfied. One of the first appropriations bills ready now to head to the President, Senate Majority Leader Reid may send the annual transportation appropriations to the White House as a test of the President’s pledge to veto excessive spending bills.
